- Testing different models of community participation in various development sectors (social, economic, urban and environmental) in the pilot project areas.

- Development and application of participatory development tools in the pilot areas.

| Â PHASEÂ 2008-2010 |
- Building capacities of local administrations to apply participatory development methods by themselves in the pilot areas as models for replication.

| PHASE 2011-2014 |
- In addition to further institutionalisation or participatory development methods and anchoring them in respective institutions, PDP introduces for the first time in the Egyptian context the topic of climate change adaption in poor urban areas as well as an integrated community-based solid waste management system in two informal areas in the Governorate of Qalyubeya.
